Converting fonts to outlines requires a full PDF rendering engine that can rasterize glyph paths and embed them as vector shapes. This is typically handled by tools like Ghostscript or Adobe Acrobat.
Why outline fonts? It eliminates missing-font errors, reduces file size for complex fonts, and is required for many print workflows (PDF/X-1a). In Illustrator: Type → Create Outlines. In InDesign: export with "Create Outlines" option.
